add "/notifchat" or "/nchat" command

Add new command “/notifchat” or “/nchat” to toggles the notification like “Seed can’t planted here.” and “You can’t tile here.” because it’s awsomely flood my chat with something i don’t wanna see and it’s takes memory alot.

I would display notifications separately from the chat, for instance at the bottom of the screen. You only need to display one notification at a time, so it would not obscure much of the screen.
